Holly Barkwell is an experienced public safety professional with over 30 years of technical and operational experience in 9-1-1 emergency communications and dispatch. Holly is a recognized public safety industry professional with experience in public safety policy, governance, technology, security, operations, change management and standards and best practices.
Her passion for the industry is clear with memberships in several leading associations including the National Emergency Number Association (NENA), the association that developed the I3 standard upon which the architecture for Next Generation 9 1 1 is based), the Association of Public Safety Communications Officials (APCO), and the Canadian NG9-1-1 Coalition. She also participates on multiple technical development committees for various associations.
Holly also serves as the current NENA Canadian Region Director and is an active participant in the Canadian Emergency Services Working Group (ESWG), a dedicated national group of public safety professionals developing the strategies to transition Canada to NG9-1-1 by March 2025.
Holly’s expertise in areas such as Next Generation 9-1-1, CAD/RMS, networking, communications, Cybersecurity, systems integration, PSAP operations, consolidation, and organizational Change Management provide a robust base of subject matter expertise gained through projects with international federal, provincial, and local governments.
Holly is the President & CEO of Barkwell Holland Group Inc., a successful Canadian 9-1-1 and emergency communications specialist firm. BH Group Inc. provides professional and technical services to public safety agencies, local, regional, and territorial governments, and associated industry partners.
