Andy Horn is a public safety technology leader with nearly two decades of experience spanning law enforcement operations, municipal IT leadership, and emerging public safety technology. A former Police Commander and Director of Information Technology for the City of Carrollton, Texas, Andy brings a rare blend of frontline operational expertise and enterprise technology strategy to every engagement.
Throughout his career, Andy has championed the modernization of public safety systems — leading critical technology transformations, guiding agencies through large-scale cybersecurity incidents, and driving data-driven approaches to community safety. He has worked with law enforcement and government agencies across the United States and internationally, designing solutions that improve operational efficiency, strengthen community relationships, and protect officer and public safety alike.
Andy currently serves as a Solutions Consultant focused on public safety technology, and as a Reserve Deputy Sheriff with the Tarrant County Sheriff's Office — continuing to give back to the communities he has spent his career serving.
He holds a Master of Science in Organizational Leadership from UT Dallas, a Bachelor of Arts in Criminology from UT Arlington, and is a graduate of the Senior Management Institute for Police (PERF #62).
