"Alfred Klein is an independent management consultant and public safety communications subject matter expert with more than 30 years of progressive leadership experience in emergency services, emergency communications centres (ECCs), and mission-critical communications systems. He previously served as Director of Alberta Health Services’ EMS Southern Communications Centre, where he led a 160-person communications organization serving Southern Alberta.
Throughout his career, Alfred has led major operational and technology transformation initiatives, including ECC design and construction projects, public safety communications consolidations, large-scale dispatch technology upgrades, business integration programs, and Alberta EMS’s migration to the provincial P25 Alberta First Responders Radio Communications System (AFRRCS). His work has required collaboration with frontline personnel, public safety agencies, provincial government stakeholders, Indigenous communities, and technology vendors to deliver complex change in high-stakes operational environments.
In addition to leading major emergency communications initiatives, Alfred has been responsible for workforce expansion, organizational change management, employee engagement, leadership development, and day-to-day operations of the communications centre. As a consultant, he advises government agencies, public safety organizations, and technology firms on communications systems, ECC operations, interoperability, governance, and organizational transformation.
Alfred has presented at numerous industry conferences and professional forums, including IWCE, CITIG, and NPSTC, and is recognized for translating complex operational and human-factor challenges into practical strategies for public-safety leaders."
