Description

The Saskatchewan Water Security Agency (WSA) manages a portfolio of 79 dams used primarily for water supply, recreation, and flood control. Developing a Public Safety Around Dams (PSAD) program for this portfolio presents challenges uncommon to the hydropower dam portfolio. Many WSA structures are smaller, operate intermittently, possess less obvious hazards, and are located near recreational or rural public access areas that see regular public use. WSA has been developing its Public Interaction Around Dams (PIAD) program since 2019, and the program has continued to evolve since our 2021 CDA conference paper. A revised risk assessment framework was developed to improve reproducibility and align risk ratings with WSA’s risk tolerance. To support more consistent assessment outcomes, WSA adapted the risk matrix to four tiers, clarified rating definitions and terminology, and added examples of common adverse events. PIAD management plans were also updated to include implementation details for recommended control measures, while new tracking and reporting tools were created to help staff coordinate implementation through rehabilitation projects. WSA has also recently expanded the PIAD program to include public safety assessments for water conveyance structures and canals. A case study at Candle Lake Control Structure demonstrates how PIAD recommendations were incorporated into a planned rehabilitation project, including fencing, signage, and separation of public access from operational areas. The paper concludes by highlighting lessons that may help other dam and water infrastructure owners develop public safety programs for their own assets, operations, and risk tolerance.
