Description

In recent times, much emphasis has been placed internationally on development and implementation of risk informed decision-making (RIDM) frameworks as an integral part of dam safety management. Considering management of a large and complex dam portfolio, establishment of well-defined processes for overarching risk assessment and management is a necessity for successful practical implementation of RIDM. Dam safety risk evaluations are in general carried out employing staged risk evaluation frameworks. Overarching screening level assessments comprise of high-level studies carried out based on readily available and often qualitative information to identify dams with the highest levels of risk in terms of likelihood for breach and consequences. Further, detailed risk assessments entail more exhaustive technical investigations/risk analysis carried out based on in depth quantitative assessments and/or additional information to further document risk levels for clear identification of effective management or application of remedial measures for risk reduction. A review of international literature within the discipline reveals that much emphasis has been placed on development of the effectiveness of the individual stages of risk evaluations. However, investigation of the interface between these processes in terms of practical implications on dam safety and the interplay between these staged assessments is pertinent and this forms the focus of the present article This article presents an overview of the RIDM framework developed by Statkraft in terms of risk assessment methodologies and practical implementations and further illustrates the process through case studies. The contents of this paper are relevant for individuals working within the discipline of dam safety management.
