Description

The Springbank Off-stream Reservoir, west of Calgary, Alberta, is an extreme consequence flood mitigation project designed as an off-stream storage facility to reduce downstream flood risk along the Elbow River. Construction risk was managed through an integrated framework combining construction quality control and assurance, geotechnical monitoring, versatile field practices, and independent technical review. A project-specific CQC/CQA program established clearly defined roles, hold point inspections, testing, and non-conformance procedures to maintain compliance with the approved design and specifications. Geotechnical risks related to foundation conditions, embankment performance, and largescale earthworks were addressed through continuous instrumentation data collection, visual inspection, and staged construction sequencing, with monitoring data supporting timely engineering decisions. Schedule and logistical risks associated with overlapping work fronts and 24/7 summer operations were mitigated through close coordination between the owner, engineer, and contractor, supported by borrow source characterization, testing, haul route planning, and traffic management. The project demonstrates how integrated technical and organizational strategies can support safe delivery of a major water infrastructure project.
