Description

Hydro-Québec’s Baskatong hydropower facility is part of the Gatineau hydroelectric complex, which has an installed capacity of 510 MW. Located on the Gatineau River, the facility includes three concrete dams and eight dikes, originally built in 1927. The main dam features a twelve-bay gated spillway, six low-level outlets, and a powerhouse added in 2007 with a 55.1 MW capacity. It must safely manage flows up to the probable maximum flood (PMF).  The reservoir regulates Gatineau River inflows to support downstream run-of-river power plants Paugan, Chelsea, and Rapides-Farmer. Urban development and climate change are altering operations. Studies show a projected 11% increase in summer-autumn PMP and 7% increase in winter thaw-related peak flows over the next 25 years. Since the 1980s, winter warm spells associated with thaw events have become more frequent. Reservoir levels are lowered from December to manage spring freshet.  This paper describes the process used to identify the most appropriate adaptation strategy for the Baskatong facility in response to climate change and downstream exposure.
