Perry is owner and President of Meco and is responsible for technical standards as well as corporate strategies, performance and client satisfaction. Perry founded Meco in 2002 and has stewarded the business into a leader in civil engineering in the fields of dam engineering and dam safety, particularly as they relate to geotechnical, hydrotechnical and structural engineering.

A geotechnical engineer by training, he has designed a number of embankment dams, gravity structures and numerous spillways, as well as completed over thirty dam safety reviews as the lead engineer. He is currently practicing risk assessments using semi-quantitative and descriptive methods for dam safety and pother vulnerabilities.

Perry graduated the Memorial University of Newfoundland Engineering program in 1992 and graduate studies at Dalhousie University in 1999. He is a Project Management Professional (PMP) and has served as President of Engineers Nova Scotia, a Board member of the Canadian Dam Association.
