Halcyon Frank is the Director of 9-1-1 Education for GovWorx. In her role, Halcyon leads the curriculum development and educational strategy behind the GovWorx platform. She also is the founder of Under the Headset with Halcyon that provides training and consulting to dispatch centers across the U.S. and Canada. With more than 11 years of experience in emergency communications, Halcyon specializes in developing high-performing public safety professionals and modernizing how agencies train and evaluate their teams. She holds a degree in Training and Development and is certified as an Emergency Number Professional (National Emergency Number Association) and an Associate Professional in Talent Development (Association for Talent Development), blending academic expertise with real-world operational insight.
