Description

The Site C Clean Energy Project is a 1,230 MW hydroelectric facility recently constructed in Northeastern British Columbia, Canada near the city of Fort St John.  A major portion of the project consists of a 1 km long, 60 m high zoned earthfill dam to retain the reservoir and direct water to an approach channel and through the powerhouse and spillway which were constructed on a roller compacted concrete (RCC) buttress.  The project has installed an enormous network of geotechnical instrumentation for monitoring both during construction and for the permanent structures.  This paper discusses the design progression and management of such a large network, and how contracts were structured to ensure instrumentation was elevated from a peripheral activity to a scheduled construction task.  This ensured instrumentation activities were incorporated into the overall construction schedule and resulted in high quality data that supports the ongoing performance monitoring on the project.
