Description

The Saskatchewan Water Security Agency (WSA) owns and operates 79 dams across the province, with Consequence Classifications ranging from Low to Extreme. These structures are increasingly influenced by shifting climatic conditions, increased demand and growing public scrutiny – factors that collectively demand more adaptive, forward-looking approaches to dam safety management. In response, WSA undertook a comprehensive update of its dam safety management policy to ensure its practices remain resilient in a rapidly changing environment. To inform this policy renewal, WSA conducted a national scan of dam safety programs across 19 Canadian dam owners. The scan examined key program components, including operations, maintenance and surveillance, dam safety reviews, emergency preparedness, analysis and assessment, and public safety. Findings reveal a wide range of approaches shaped by each organization’s risk tolerance, resource capacity, and operational context. This diversity underscores the importance of adaptable, risk informed systems that can evolve alongside changing conditions. This paper presents the results of the industry scan and compares observed practices with current Canadian Dam Association (CDA) Guidelines. The analysis highlights areas of alignment, identifies gaps where additional guidance or investment may be needed, and surfaces opportunities for modernization. By situating these findings within the broader theme of adapting dams for a dynamic future, the paper offers insights that can support WSA – and the wider dam community – in strengthening resilience, enhancing public safety, and navigating the ongoing tides of change shaping dam safety management in Canada.
